Mary Ragsdale, MSN, MBA, RN

Interim President & CEO

Mary Ragsdale

Mary Ragsdale is the Interim President and CEO for the Dignity Health Arizona Central and West Valley market. She is a health care executive with 20 years of operations experience. Prior to joining our executive team, Mary was CommonSpirit Health’s System Vice President of Diversity, Equity and Community Impact.

Mary was Chief Operating Officer and Chief Nursing Officer for St. Anthony Hospital, part of Virginia Mason Franciscan Health in Gig Harbor, Wash. Under Mary’s oversight, St. Anthony received several quality, patient experience and employee engagement recognitions. She was also Chief Operating Officer for Mission Control and Virtual Health Services. In addition, as an operations leader with CHI St. Joseph Medical Center in Tacoma, Wash. Mary’s role helped improve hospital operations, oversee major improvements in patient safety, and co-lead a newly developed family practice residency program.

Mary earned a Master of Science in nursing and a Master of Business Administration from Pacific Lutheran University, Tacoma, Wash. 


Victor Waters, MD, JD, FCLM

Chief Medical Officer

Victor Waters

Victor Waters, MD, JD, FCLM, is the Chief Medical Officer for Dignity Health St. Joseph’s Hospital and Medical Center and Dignity Health St. Joseph’s Westgate Medical Center.

Dr. Waters is a distinguished physician with more than 30 years of clinical experience in emergency medicine and internal medicine and approximately 20 years of administrative leadership experience. Before joining St. Joseph’s, Dr. Waters served as chief medical officer of Dignity Health St. Bernardine Medical Center in San Bernardino, Calif. Dr. Waters had also served as interim president and chief executive officer of Nexus Fort Washington Medical Center in a suburb of Washington D.C.

A proven leader, Dr. Waters is well versed in graduate medical education and serves as a faculty member and Dignity Health physician liaison at University of California Riverside Medical School. Dr. Waters leads Law-4-Docs, which he founded to provide online mitigation courses for providers. He is also the CMO of HanGenix Solutions, a start-up digital healthcare company with an ultrasound-based monitoring system that’s designed to improve compliance with hand hygiene.

Dr. Waters earned his undergraduate degree from Brown University, is a graduate of Temple University School of Medicine, and obtained a Juris Doctorate from Rutgers University School of Law. He is passionate about issues related to health inequities and is a member of the CommonSpirit National Diversity and Inclusion Council. He is also a National Board Member of the American Lung Association.


Jeff Jackson

EVP/Chief Financial Officer

Jeff Jackson

Jeff Jackson is the Chief Financial Officer for Dignity Health St. Joseph’s Hospital and Medical Center and Dignity Health St. Joseph’s Westgate Medical Center. He oversees hospital finances, patient access, CDI, medical records and revenue cycle operations.

Jeff was previously the Interim Chief Financial Officer/Controller and Director of Finance for Dignity Health Chandler Regional Medical Center and Dignity Health Mercy Gilbert Medical Centers.He also served as the Interim Chief Financial Officer for SMI Imaging, LLC.

Jeff’s passion for finance also led him to become an instructor at Scottsdale Community College, where he taught managerial accounting for nine years in addition to his full-time career. He is a Certified Public Accountant and holds Master of Accountancy and Master of Business Administration degrees. Jeff completed his Bachelor of Science in Business Administration from Bowling Green State University where he also completed a Master of Business Administration and Master of Accountancy.

Jeff served six years in the Marines with tours of duty in Japan and the Gulf War. He’s an avid runner and enjoys deep sea fishing.


Tanya Osborne-McKenzie, DNP, MSN/MBA, RN

Chief Nurse Executive Officer

Tanya Osborne-McKenzie

Tanya Osborne-McKenzie is the Chief Nurse Executive Officer for Dignity Health St. Joseph’s Hospital and Medical Center and St. Joseph’s Westgate Medical Center. Tanya is a tenured nurse leader with an extensive history of building and overseeing strong nursing teams and patient care programs.

Tanya first joined Dignity Health in October 2019 as Senior Director of Neuroscience Nursing at St. Joseph’s Hospital and Medical Center where she was later promoted to Assistant Chief Nursing Officer and temporarily served as Interim Chief Nursing Executive Officer. Tanya served as CNO at Martin Luther King Jr. Healthcare System in Los Angeles prior to her Dignity Health return in 2023.

Tanya has served in several nursing leadership roles including interim vice president of nursing and patient safety officer for Trinity Health – Saint Agnes Medical Center in Fresno, Calif.; and director of critical care for Salinas Valley Memorial Hospital in Salinas, Calif.

Tanya earned her doctorate in nursing practice, organizational leadership from the University of San Francisco.


Chris St. Clair

Interim Chief Operating Officer

Chris St. Clair

Chris St. Clair is the Interim Chief Operating Officer for Dignity Health Arizona’s Central and West Valley market. He had been serving as interim vice president of operations for St. Joseph’s Hospital and Medical Center since early 2023.

Chris has overseen the hospital’s environmental services, radiology department, rehabilitation services, laboratory services, Huger Mercy Living Center, and planning and design. He also provided leadership for several hospital programs and organizational initiatives.

Chris has a wide range of experience in health care and business. As senior director for Dignity Health Arizona Rehabilitation Services, Chris played a major role in developing an integrated service line that gained U.S. News and World Report ranking. He oversaw the expansion of rehabilitative services at Barrow Neurological Institute and Chandler Regional Medical Center, engaged providers, and built sustainable patient care models.


Margaret Mary McBride, RSM

Market Vice President, Mission Integration

Margaret Mary McBride

With more than 36 years of health care, Sister Margaret is a Sister of Mercy and began her career at St. Joseph’s as a nurse. She became Vice President of Mission Integration in 2000.

In her current role, she serves as Market Vice President for the west and central regions of Arizona, which includes Arizona General Hospital-Laveen. She leads mission integration, chaplain services, volunteer services, gift shop operations, and faith health ministries in our hospitals and health care centers. Prior to joining St. Joseph’s, Sister Margaret worked in health care facilities, a home care agency, and was an administrator for a retirement facility.

Sister Margaret has a bachelor’s degree in nursing from the University of San Francisco. She also has a master of public administration from the University of San Francisco. She is a board member of Dignity Health Mercy Hospital, Bakersfield; Hospice of the Valley and Southwest Catholic Health Network (Mercy Care Plan).
