The Joint Commission’s standards are developed in consultation with health care experts and providers, measurement experts and patients. They are informed by scientific literature and expert consensus to help health care organizations measure, assess and improve performance. The surveyors also conducted onsite observations and interviews.

● An ability to deliver stroke care to the level of national evidence-based guidelines
● Certified ability to provide care to complex stroke patients, with the resources to provide emergent time-based care by IV thrombolytics, endovascular therapy, or medical management by certified neurology team.
● Physicians, nurses, and staff qualified by education, training, and experience to provide national standard-level stroke care
● An organizational commitment to provide financial and other required resources to support the stroke program
● A collaborative relationship with local Emergency Medical Service partners to ensure that acute stroke patients are provided the fastest care possible
